Policy – Nominations to market-based courses
The NSC will accept nominations for market based programs on a first come first served basis. A wait list will be offered once a course becomes full. The NSC reserves the right to offer wait list places so as to achieve the best mix of participants on the program.
Policy – Payment for market-based professional development and introductory programs
The NSC is moving towards a policy for market-based courses where payment or invoice authorisation occurs at the time of nomination. Nominations will be accepted until shortly before the first day of the course, subject to availability.
If a nominee becomes unavailable, a substitute nomination which meets the course criteria may be made at no charge. For courses with a security clearance requirement, one working day is normally required to confirm the clearance. A transfer to another program is not available.
Policy – Payment for market-based executive development programs or additional seats on pre-allocated programs and courses
Nominations will be called for in advance with a closing date around three weeks before the course commences.
Nominations will be accompanied by a request for invoice or accompanied by credit card payment details (when this is available) which will be processed as nominations are accepted. This will normally be two weeks before the course begins or shortly after the nomination is assessed (in the case of late nominations).

For late substitutions, the NSC may invoice for out of pocket costs such as travel deposits.
For those longer programs where a last minute substitute may not be possible or preferred, a nominee may also withdraw and transfer to the next available program. This will attract a charge which is usually 50 per cent of the course fee.
Policy – Use of discount course vouchers
Where the NSC sells a discount course voucher, the voucher is spent when applied to a course nomination. The cancellation policy relevant to that course will then apply. Vouchers have an expiry date and must be applied to a nominations before they expire.
They are sold on the basis that they will be used for courses which commence before the expiry date of the voucher, but the NSC may be prepared to accept a voucher for a later course date (e.g. where a preferred course is not available earlier).
A discount voucher can also be applied as partial payment towards a larger course, in which case an invoice will be raised for the price difference. (E.g. If a two day voucher is used towards a three day course, the NSC will invoice for the gap between the two day course fee and the three day course fee).
While a discount voucher can also be applied towards a shorter course, there is no refund.
Policy – Bespoke programs (purchase or reservation of whole courses)
Once a booking has been made, 50 per cent of the NSC services charge is payable unless four weeks’ notice is provided or the course is rescheduled by mutual agreement. If less than two weeks’ notice is provided, 100 per cent of the NSC services charge is payable. Losses from irrecoverable costs will also be charged (e.g. travel deposit/cancellation fees).
Where a course is rescheduled by the client, the NSC may invoice for any additional costs. For a rescheduled course, where less than 20 working days’ notice is provided, the NSC reserves the right to bill for related staff costs. If rescheduling occurs with less than two weeks’ notice, a fee of 25 per cent of the NSC services charge may be charged.
